mystery island villager wont ask to move in?

hii, im new to this forum, just found it on google
i found octavian on a NMT island and he’s not asking to move in. ive visited my old island, which also has octavian on it. is that the reason he isnt asking to move in?
i have an open plot btw, and other villagers have asked to move in. im currently on the “get KK slider to come to the island” phase

That happened to me with Marshal on my side, just keep asking. It really took me off guard.

I had to ask him about ten times before he asked

It almost seems as if this is something new 2.0 added for some reason. They didn't have to, but it was added in anyway.
