Wisp appears on a random day after 8pm, staying until after midnight.The exact time he leaves needs conformation. He is located at a random part of town and cannot be seen; if the player approaches Wisp's location he will greet them and ask them to come closer. As they approach, wisp will appear, asking the player to find an item called "empty lamp" somewhere in their town.

The empty lamp itself appears in a town at the start of any day in which Wisp is visiting. Its appearance is extremely similar to Genie's lamp from Aladdin, pictured here. Since it appears before the evening, if the lamp is seen in a town (and the player can be sure it appeared that day), it means Wisp will be in the town somewhere that evening. The lamp primarily appears next to a house or other building. To see a vid of this click here

When spoken to a second time (with the lamp in possession), Wisp will instruct the player to go to the attic of their house. Once they do, they can select the empty lamp in their inventory and use the "Rub" option, at which point Wisp reappears. He then gives the player the choice of one wish from the following:

Weed!:Removed all weeds in the player's town.

Smash roaches!:Removes all roaches from player's house.

Give me stuff!:The player is asked to choose between furniture, hats, accessories and clothes (or can cancel). If the player chooses a category, then they are instantly given one of those items not already in their catalog.

Meh. I'm good.: Wisp will go back into his lamp and will come back out when you are ready to choose a wish. He will not just "go away".

when you find the empty lamp, he will be in your town on that same day sometime after 8.
just make sure your not on wifi.

No. He shows up on the same day that you find the empty lamp around your town. It's just a random weekday, not just Mondays.

If, as your original post implies, you BOUGHT a lamp (on here)... you're not going to get Wisp with that lamp. But, on the bright side, it looks pretty cool in your house.

you only get him when you find the empty lamp.
if you buy a empty lamp, he wont come.
you have to find it laying around in your town
