Watering cans show up in the gardening shop (if it's not there, don't worry, it will show up eventually), or after you finish Isabelle's tutorial.
And yes, there are two better rods than the basic one: the silver and gold rods. You can buy the silver rod at the museum after renovating it and donating a certain amount of bugs, and you get the gold one from Chip when you have caught every fish in the game.

Welcome Niah, you can get it from Isabelle if your having a wee bit of trouble trying to obtain it, and all the necessary tools (shovel, net, fishing rod, slingshot, watering can, and axe) all have an alternate version, meaning that they all have a silver and golden version. The golden ones are not hard to get, but they take forever.
