Newish/Need Help

I got the game five days ago; I have some stuff figured out, but I still have a lot of questions.

1) I see people talking about choosing who the villagers in their towns are.. how?

2) Is there anyway to communicate with people who speak different languages on the international island? I met a super cool person, but we couldn't trade friend codes because she had no idea what I was saying.

3) How long did it take you to get your town really going? Did you tt?

Advice?
I really want a super flowery town, should I plant all the trees in certain places or let them grow naturally? I haven't unlocked the qr code yet, but I'm really looking forward to it. I guess I'd just like some advice on how to make my town look super pretty using qr squares and flowers.
I can't decide if I should make my town pretty with flowers, earn money to decorate my house, or earn money to do public works projects. Should I do them all at once or just get each one perfect then move on?

I currently have the Beautiful Town Ordinance in effect if that matters.
 
Well I can help with the choosing villagers...

If you have the space and someone on the villager trading forum has a character you want ready to move out, you can make a deal with them, go to their town, and talk that villager into moving into your town. That is one way, but my kindle keyboard is acting up so I will stop there for now.
 
When you first start out there is so much to do. It really comes down to what you want to do first.
Maybe get a couple of rooms done in your house then move on to some pwps so that you can get the perfect town status.
You really just need to earn money at the beginning so that you can pick and choose what suits you best.
When you have the dream suite built you can visit other dream towns and get ideas that way, good luck :)
 
1) There are lots of ways people choose villagers.
You can get them through the campsite if you build it. You can only invite if you have 9 or less villagers. You can't invite campers from other towns.
-You can go to someone else's town and if they have a villager that is moving you can invite them to live in your town when they are in boxes/on their moving day. Again only if you have 9 villagers or less.
-There is also people who reset plots for their villagers. This only works if you have less than 9 villagers and are guaranteed someone plotting in your town. Often times people do this when they first start their town and want to have complete control over who moves in since you are meant to get all the personalities in the first few days. This involves you making a new save file continuously until you have a villager you like setting in town and then following through and saving. (You can delete them later)
-You can also get villagers from "the void". These are villagers that you can get whether you want them or not that moved out of someone's town but no longer live there. You can get these villagers by visiting others people's town, streetpass and wi-fi.

2) Not much you can do unless you can speak the language. No way to translate anything unfortunately.

3) it takes different time for different people. It depends on your plan for your town. I have two towns. My first is mostly done. Still a few things to do. I've been playing since June. It took a few months of organizing and reorganizing to get things set for me. Still working on my second town quite a bit.
I did TT a bit. Mostly since I am impatient to wait for PWP's to be built. (Be careful if you TT though. Since you risk losing villagers you may want to keep if you don't pay attention.)

Trees don't randomly grow you need to plant them.
Hard to tell you how to go about making your town nice though since it's all a personal choice. Some people focus on their tone first and houses last. Others are opposite. I did everyone at the same time.
Best to get an idea of how you want your town to look and go from there. ^^
