No Cranky/Snooty Villager?

Why are they the only personalities Nintendo doesn't force you to have? Is it possible to not even get them in your island?

It does seem odd. I had to invite my first cranky from a random island.

When I built a 7th and 8th plot, I got Buzz and Velma moved in, so presumably if you don't invite anyone else, they will be your first two move-ins after the campsite

it seems odd that we’re not forced to have them but i guess it just means that we have to get them on our own
