No more bell bags?

I've been going around town, hitting every rock, but no bell bags. I don't get it. I made sure to hit every. single. one!

There are quite a few rocks in Wild World towns, 8/9 if I remember correctly. (No-one says I do.) You could have missed one but if you're sure you haven't wait a few more days and if it's still not working on those days something might be up. Not something I'd worry about really though.
