I believe the requirements to unlock Able Sisters is as listed below:
1. Have Mable visit a total of three times (and speak with her).
2. Spend a total of 5,000+ Bells
3. Resident Services Upgraded to Building (5 Villagers Event)
If the above is met, Mable will give you a plot kit on her third or later visit.

im still wondering if anyone has an official number for how much we have to spend at nooks cranny to upgrade it
