Here's how I did frills on my Little Lucie Dress and G-lo Bikini:
Basically there are tons of ways to line the frills... so they look like they are on separate pieces of cloth.

Thank you! I will work on the frills more.
I messed with them a lot and I just couldn't get them to look 100% like the way I wanted them too. XP So the tip really helps!
