I found pascal on one of my bridges in town. and all he said was "a brain freeze is natures way a sayin' chill man!" and that's it... how come i didn't get any rare item?

I've heard that you need to have some kind of scallop with you when you talk to him or he won't give you anything.

i saw him today in my village, i knew not to talk top him becouse i did not have a scallop. so i went to the beach, found one then i talked to him and then he gave me a rare item

oh wow! i just thought that the scallop was really rare so i sold it! didn't know that! maaaan..
