I would have to say right before Spring comes around.

well, there isn't an "all" choice, which is what i would have chosen. if you wait until spring and spring only to begin making your gardens, you're not going to have as many flowers as you'd really care for unless you're going to TT some. i'd prefer to plant mini gardens year round to be ready when spring comes. does spring increase the amount of flowers that pop in your town each day? if it does, i'd replant all of my flowers to give them an optimal chance of making babies... if not, i'd keep them exactly where they are.
