I'm so sorry if this sounds noob-ish, but I've never even heard of game-specific systems eg. the Happy Home Designer one that comes with the game and cards. What I want to know is if the game is built into the system, or if it comes with the game card. If it is built in, is there a way to transfer it to another device? Because me and my sister always share our games, and she has a 2ds, so we just "pass around" the games, still using our own devices... or, if say in the future I get a newer device: would I be able to transfer the game?
I would love to get the HHD N3DS but I need to know this. Thanks. :)

Firstly, the game would most likely be a digital copy (preinstalled into the system) because that's how almost all limited edition systems are nowadays.

You wouldn't be able to pass it to your sister's 3ds - it would be locked to yours.

You can transfer it if you were to get a new 3ds in the future though - everything from your old 3ds will go to your new one and the old one will be wiped.

It'd be 'built in' if we get the N3DS happy home designer limited edition console.

You wouldn't be able to pass the game on to another console, it is only downloaded to that one.

I don't know if it works, but if you perhaps had the same e-shop log in on 2 DSs, maybe it'd let you download it more than once on different devices. Like I said, idk! ^^

Nintendo has ALWAYS stuck with digital content locked to one console. The only way you can move digital content is through a system transfer, and I have no idea how you could possibly "trade" games when there are 7-day cooldown periods in between transfers. Nintendo stuck with their one NNID per system this time around.
The same logic works with how AC:NL digital version data always corrupts when players try to maintain two towns on one SD card (by keeping one town's data on a PC at a time); it just doesn't work. The 3DS tracks that the data curently on the SD card is different from the one you last played, therefore you now have to start a new town.
Also, I'm a bit confused on how you worded the question. I've never heard of "game-specific" N3DSs, unless you mean limited edition bundles. But yes, any bundle will almost always include the game digitally.
