Prize guy?

So u know the guy who spose to give out prizes well i never see him. is there a certain time a day or a certain day because i grow more and more disappointed every day when i dont see him and it sucks. i want a balloon >_< >_< and im sad :'( and mad
and when i see him all be all happy :gyroidsideways: (so i just said those last sentences because i wanted to put the smiley things in).so if know why please help me out.

ya, he doesnt come if you more than 3 days ahead of the original time and date

He can come on cloudy days AND sunny days. Days are random.

no. i only timed travel once but that was like 3 month ago.

and they said theyve had animal crossing since christmas and still hasnt seen the balloon guy.. so you just have to wait
