Progress without 3rd villager?

How do you get far enough into the game to unlock terraforming without ever getting additional villagers? I thought that you had to get at least the first 6-7 to finish the “tutorial”, but then I saw this:

You can transfer over a character from an island with terraforming on one system to new island on a different system and they will still have it unlocked

This is true. If you have a character from your previous island who already has terraforming unlocked then it’s possible.
