Question about adopting in ACNH

So with the advent of setting plots for new arrivals in New Horizons, does that mean the process for adopting villagers from another player is different too? Do I have to set a new plot before I even talk to the adoptee in question? Do you set it up after they've agreed to move in? If I have the max number of villagers, do I wait until they're completely gone and then set a plot? I'm a little confused.

If you are below 10, set a plot and then go and talk to your potential adopted. I had read that you had to get to 10 and have a full island before adoption from other players, but I had no problems with adopting Jacques.
