Question about Katie

How do I get Katie to show up in the train station? Her:
I looked on a few sites and they say it should happen once you've been over some one's town through the internet (which I have done plenty of times). Is it just a random thing? Or is there a certain amount of times I need to visit towns using the internet?
I'm just sort of curious because I never knew this character existed before! I never visited other people's towns in past games, so i'm interested.

If someone brings Katie to your town, will she actually stay? Someone brought her to mine today, but I haven't found her yet.

I brought her to my bf but she didn't show up till next day. She appeared in my town again recently.
