Question about my first campsite experience

So I have 5 villagers currently. Just built the campsite yesterday.
Today I go in and I see a villager I really don’t like. He said he wanted to move in! And the game only gives me the option to move in.
I quickly closed Game without saving.
My question is will this villager move in anyway? Can I avoid villagers I don’t want by not talking to them?

The villager will have to move to your island in order to advance the story.

Same thing happened to me with Olaf. The first time you visit the campsite, the villager that shows up has to move it and you don't get the option to decline. Don't worry next time someone visits your campsite you have the option to say no.
