Im making one right now with my HTML and CSS knowledge. but I know a lot of people just use blogspot or tumblr to make decent pages

You can just make a blog on www.tumblr.com, or on wordpress.com or whatever. The easiest way ^^

Yeah, just go with Tumblr

I used tumblr. Chose a custom template, edited colors and text, done.
