I hear the max count for public works is 30. Does projects on main street count towards it? Do buildings in your town (i.e cafe) add to the count? For the campsite, if the resident there moves in do they take the spot of the camp site or just find a spot in town allowing others to visit the camp.

Main street projects don't count, neither do "buildings" that you can build in your town count either, for example the police station and cafe. The campsite will always be the campsite and any villager you convince to move in from the campsite will build their house elsewhere
