I think this would go here as it deals with resizing art??? unsure ughhh

But I use waifu2x to make images BIGGER without losing quality. however, does anyone know how/where i can do the opposite? like making things smaller without losing the line sharpness and all that jazz??

i swear i used to know how but it's just evading me rn ;n;
any help would be sincerely appreciated

Do you have/use photoshop? Mine is CS5, I rarely resize my image into smaller size, and not a pro in PS, so I'm not really sure if this will fit your expectation, but you can try;

- Image > Image Size
- choose Bicubic Sharper (best for reduction) from the drop down menu
- also you can change the pixel of your art, and/or fill the width-height field you want your new art size to be

I also read somewhere that your color setting must be in RGB for it to work well. To convert, Image > Mode > RGB
and try to only resize an image once, since the more you resize it, the more blurry the image gets

I hope it'll help? :'D
