Raining on the Summer Soltice?

I was under the impression that, like New Leaf, on the day of special events, it's always a clear day.

But apparently in Let's go to the City there can be rain on special days.

I am not sure of this, and am not going to time travel in City Folk to find out. I'm pretty sure the reason why the summer solstice is always clear is because the developers wanted to make sure the players see the difference in the sky.

Hmm I honestly don't know, I suppose that's because it can rain and day of the month so it was possible to rain during the summer solstice.
