Random Villager in my Town?

Now I know the 16 villagers cycle, but for the life of me, I have never met this villager before in anyones town or in mine and he just chills on my main street.

Now he never moved into my town, because when you sit in front of the large tree you planted at the beginning of the game, it tells you what accomplishments you've done and who's moved in on what day, and not once does it say that villagers name.

I was thinking that it could possibly be someone wanting to move in, but I've had two open spots for a while and Ribbot just moved in, instead of Rowan{the one roaming my main street}. Another thing that I was thinking that it could have been a camper.. but I've only had two campers in my town... One a very unsightly duck that I didn't dare talk to, and then another being Broccolo.

Does anyone have some answers :c?

You had to have cycled Rowan out for him to show up on Main Street. Villagers that are no longer in your town don't appear in your town's history.

Well he's never lived in my town, sadly. Or he would still be in my town, on top of that I've never spoke to him. I haven't had the game for very long at all.. I wouldn't say more than a month and my memory isn't that crappy that I wouldn't remember Rowan.
So I'm pretty sure it's something else because the tiger hasn't lived in my town or I would know, unless he lived in my town for a day when I got the game and then moved out the next day without me even visiting him.
