regarding villagers and additional characters

I have a few questions...

1. I read somewhere that you could have a maximum of 11 villagers. Is this information correct?
2. Aside from the mayor, how many additional characters can you create?
3. Will making more additional characters mean that I will not be able to have as many villagers as someone with no additional characters? (ex: Assuming that the maximum is 11 villagers... if I create an additional character will the maximum decrease to 10?)

1. I've heard both 10 and 11. I think it's 10 + 1 camper.
2. 4 total. Mayor + 3 more.
3. No. # of player characters does not affect maximum # of neighbors.
