Resident Services Building

I’ve meet all the requirements to get a permanent Resident Services building ie:

• Pay off your Getaway Package
• Upgrade to a house
• Invite three new villagers
• Get Tom Nook to build Nook's Cranny
• Build a bridge
• Designate land for three new villagers
• Wait for villagers to move in

But Tom Nook hasn’t said anything about shutting down the tent for a new building to be built. All he’s talking about is catching fish and critters and bringing them to him. Can anyone suggest what else I need to do?

I think you need to catch fish so that the museum can be built.

I agree with the top comment talk to Tom Nook and see what he tells you to do like @Tarantella said you will need to build the museum before the Resident Services Building can be built.
