Rocks on Sand?

I have heard that to get Rocks to spawn in a certain area that you have to put down a layer of sand first. Is this true? Thanks

You only need to do that IF you want the rocks on sand. If you want the rocks on grass, they'll spawn there, provided there's enough space and such. But if you want them on sand or dirt, you'll need to lay that down first.

My dumb brain thought for a second that rocks could spawn on the beach.

Also I wish I did that prior by laying out sand but oh well.
