I realized something.
Could I make another account simply to get the items in Kapp's Shack? I mean, I'm sure some would be interested to make a "dud" account simply to buy the profile changers...?\_(ツ)_/?.

You can, however, alternate accounts are against the rules and you'll only end up with an infraction. It's also completely redundant to buy the Account Upgrades on another account; they aren't giftable, and they're not a limited stock item so it's not like you can buy them out and prevent any other users buying them.

Is that how you get seashells? When you start an account? I remember seeing them show up in the currency list suddenly but don't remember an announcementl

No, they're an exclusive currency to new members to help give them a head start after members started abusing the welcome TBT Bells, and will never be given out by any other means in the future.
