i really really love merengue (she is one of my dreamies), but she moved her house into a really awful place and my sister got her hands on my ds before i could plot set ~
is it worth cycling her out, then getting her back afterwards? or should i just accept fate and let her house be in an annoying place?
I think you should cycle her out! There are many people here who would happily take her in as a temporary resident until you cycle through 16 villagers. You are aspiring for a dream town so it's definitely worth it.
Most cyclers would willingly take her into their towns.
I have 4 different people holding Fauna, Deirdre, Julian and Erik all because they moved into an awkward place. I didn't know how to plot reset at the time and it costs me but I'm glad now, because I can make friends with villagers I wouldn't have considered before.
In summary, if you think her house is really ruining your idea of a dream town, find someone to hold her. I would but I have her in my town already. If you don't want to sacrifice your friendship with her though, I suggest keeping her.

Find someone to hold her if you can.
If you really love her, just keep her.
But if you're REALLY annoyed by where her house is, cycle her out. But my best suggestion is have someone hold her.
