i didn't know it would do that! i've been waiting for punchy to come to my campsite so i haven't let anyone move in and today as i was watering my flowers i came across a plot for a new house. i even checked my town map to see if any of my other villagers moved out!

Yes. From streetpassing someone and also from having someone visit me who had just voided a villager. Both cases happened to me.
