You can give them to other users if they make or draw something for you. You can buy stuff from the forum shop, like expanding your mailbox, buying collectibles that'll show up on the side bar, such as the cake on mine, etc.

You get a couple bells every time you post, depending on the length (1-6 bells, I believe).

You can also sell things on this part of the forum (the marketplace) and people can pay for what you can do for them. So some people sell in game items, while others sell art or signatures or avatars.

From what I gather, there isn't any limit to how many bells you can give or receive, so you shouldn't have to worry about that. You can get bells by offering a service for people and have them give you bells in return for that service, or you could just earn bells by posting.
