We're ready to move onto the third section of this fanfic. Did you know that when I planned this, the first three were meant to be in one section. Due to the character limit, I can have only 10,000 characters. People suggest that I join Tumblr, but there's no way I'm joining. This upcoming section will wrap up the plans part.

Issue #3: The Final Conference

After three of the members of the LEDs returned to the upstairs room of the Space Castle, they had a conference of approval. While the others had their conferences, the LEDs were taking a break. Lola went to the Museum, Oscar examined the public works projects south of the river, Mica went to the Café to tell Brewster some stories, and Kaylee was chatting with Isabelle at Town Hall, talking about the winter carnival. Mica was the first one to pick up the notes since he was the closest to Jenny's house. Oscar was next. Lola didn't have to leave the house after picking up notes since the Rocks and the LEDs share the same house for conferences. And Kaylee was the last one to return.

"Conference is now in session," said Kaylee. "We would like to see the notes. Oscar, we like to see your notes first. I would love to see the rides."

Oscar reveals the ride ideas to everyone.

"Ok," said Mica, "I don't think we're going to have all of them, but I wish we can have all. Let's save the best ones and discard the worst ones."

"You got it!" said Lola. "The first thing I like to discuss are the three twister rides, which are the Hot Cocoa Cups, the Snow Cups, and the Blizzard. While the Blizzard has a different design, they all have the same concept. What do you like best? I like the Blizzard."

"Snow Cups sounds better since this is snow and ice related," said Oscar.

"Hot Cocoa Cups is a very interesting variation of the teacups ride," said Mica, "so I call dibs on Hot Cocoa Cups."

"Since all three of them have one vote each," said Kaylee, "I get to decide which one will be taken. While Mica and Oscar have very good points, I say The Blizzard is our winner here. I like twister rides like The Blizzard, but not teacup rides like the other two. Let's look at the other rides."

"Winter Mountain looks really fun," said Mica. "It's a roller coaster with caves and outer mountain surfaces."

"Now that is an automatic approval!" said Kaylee. "Even if roller coasters are too big, there is enough land for one roller coaster. And there are no other coaster suggestions. And even if they take a while to build, I took advantage of the time travel feature enough to where we can get it done by our deadline, with multiple test runs."

"What about Snowmobile Adventures?" said Oscar. "A ride simulator that resembles an automobile sounds nice."

"Indeed it is," said Kaylee, "it's going to be a lot of fun. However, do we really need another roller coaster? It may be a digital coaster, but a physical coaster is enough."

"My least favorite suggestion is the Reindeer-Go-Round," said Lola. "It may fit the winter theme, but we're trying to stay neutral, but keep the winter theme. This one is Christmas themed."

"Christmas is a very important holiday," said Kaylee, "but you're right. The carnival is going to be in February. Christmas is in December. That is an auto-reject."

"What about Snow-nado?" asked Mica. "It sounds just as creative as The Blizzard, but only a twirler or whatever these things are called."

"You mean the rides with cars that resemble The Haunted Mansion's, but spin around as the whole thing moves around?" asked Lola.

"It's not just that," said Mica. "As it goes around a central point, it goes up and down, like a carousel."

"Auto-accept it is," said Kaylee. "Now, we can have only one more ride. What do you like best? Arctic Voyage, Cave Dweller, Icicle Wheel, or Snowy Rocket?"

"I wouldn't pick Cave Dweller if we voted on Winter Mountain," said Lola. "And we can have a Ferris Wheel, even if the carousel idea is scrapped."

"Arctic Voyage sounds fun," said Mica. "However, it's like a pirate ship, and we want to stick with the winter theme. Maybe a little more Viking theme would make this ride better, but I dunno."

"Snowy Rocket does not fit the winter theme too much," said Oscar. "I'm going with Lola's vote."

"And I'm going with your vote too," said Kaylee. "So that's all of our rides. Winter Mountain, Icicle Wheel, Snow-nado, and The Blizzard are the four rides. Mica, what did the Headphones come up with?"

Mica reads the notes the Headphones written.

"Before we go over the carnival games in detail," said Kaylee, "let's talk about the events. A dining lodge is definitely important if we want to serve food at the winter carnival. And this idea came from Jenny's team. We do need to have her work. For the others, I'm not so sure. A game lodge is alright, but that won't be enough for a winter theme. If we want rides or events at a festival, we have to stick with the theme."

"What about skiing?" asked Lola.

"If we're going to debate on ice skating or skiing," said Kaylee, "we can have only one of them, unless if a contest requires the other."

"And what about the carnival games?" asked Oscar. "If we throw that out in exchange for the storytelling center, that can use less staff less room. It will also save more Bells."

"That's quite true," said Kaylee, "but I have enough Bells to host the entire carnival without throwing out any idea. Not to mention, but storytelling won't be fun with the winter theme. So it's up to the dining lodge, carnival games, and the other two events we need to debate on. Take your choice."

"I'm going with skiing," said Lola. "I like skiing better."

"I'm going with ice skating," said Oscar. "If we have a skiing contest, we can have both of them, so I will go with ice skating."

"I prefer ice skating," said Mica. "Skiing takes up more land and more equipment."

"Ice skating it is," said Kaylee. "Now let's debate on the carnival games."

When the LEDs discuss carnival games, they had to pick six carnival games. They accepted duck shoot, but it was changed to snowman shoot with snowballs as the projectiles. They also accepted balloon darts, knock the bottles, gone fishing, snowmobile race (where they bet on a snowmobile), and ball toss. The other ideas were discarded.

"Now that we picked our carnival games," said Kaylee, "let's look at the champion tournament idea the Headphones came up with."

"What's the champion tournament about?" asked Lola.

"There are going to be eight contests at the winter carnival," said Kaylee. "At the same time, I would like to gather all the contest winners and participate in one final contest."

"Take these notes," said Mica as he passed the notes.

Kaylee read the notes that Jenny written down from the Headphones' conference.

"Oh yeah!" said Kaylee. "Finally, a contest that will utilize my bumper cars. I have ten of them, but they only need eight."

"What do they do?" asked Mica.

"They leave a trail of glow powder," said Kaylee. "The powder won't glow unless if we used it on a glassy surface. An icy surface is a good example of where you can drive over to create a glow. Okay, that wraps up the rides and events. Lola, read what the Rocks came up with."

Lola reads the ideas the Rocks came up with.

"Wow!" said Kaylee, "that's a lot of ideas. First of all, some of them are good, but some of them are bad. The best ideas will be accepted."

"One of these contests is the snowmobile designing contest," said Mica. "The rules are to build a snowmobile, paint it, and decorate it with some parts. It has to be functional and beautiful. I love it!"

"Me too," said Lola.

"Snowmobiles are great for the winter carnival," said Oscar.

"I love this idea," said Kaylee. "That one, other than the champion tournament idea we seen, is my favorite one. For the rest of the contests, you guys are the ones who decide what gets picked. If two or three vote yes, it will be accepted. No, it will be rejected. If 8 are accepted or if 16 are rejected, we have decided on our contests."

"What about the snowball fight?" asked Lola. "I don't think that's a good idea."

"I think it's good," said Oscar.

"I agree with Oscar," said Mica.

"I never thought of a snowball fight as a contest," said Kaylee, "but since the majority vote says yes, then then whole thing is a yes."

"What about the snowball rolling contest?" asked Oscar. "That does not sound like a good idea."

"I agree with you," said Lola.

"I agree too," said Mica.

"Then the winter carnival won't have a snowball rolling contest," said Kaylee. "What about the Christmas Tree decorating contest? Since this is February, I don't think it's what we're looking for. What about you guys?"

"I say we should," said Lola.

"No," said Oscar. "We don't need a Christmas Tree contest."

"I agree with Kaylee on this," said Mica.

"Thanks Mica," said Kaylee. Let's vote on the other contests."

The LEDs decided on the other 20 contests. Other than the snowmobile designing contest, which was compromised before, all of Charlie's ideas were rejected, mostly because of the Christmas theme. The snowmobile designing contest was unique, but they didn't need a snowmobile race. Helen's ideas are also rejected. In fact, the only accepted idea was the cook-off. They liked the winter treasure hunt because treasure hunting was fun for them. They also liked the snowman building contest, especially since it was more complicated than the title sounded. They approved of the skiing race and sledding race. The last accepted idea was the igloo building contest.

"Okay," said Kaylee, "our ideas have been decided on. Let's build the carnival. I even found some good times and good land for all of our attractions."
