Well this are just a small suggestions, I hope the moderators don?t get mad and erase my topic again. But with all the scams that a user did, and how they continu scamming people I think this will be some methods to prevent this.
Make the wifi rating more visible. Many newbies like myself don?t know how to use or where to check the wifi rating. You can even make it so that you can?t see the FC of someone before visiting their wifi rating page. Something like that.
Also I want to point out that this system is tricky. For example I saw that said person had more positive feedback than negative. Back then I didn?t understand that giving away a couple pieces of furniture is easy when you stole over 100M bells in villagers ??
Have a warning system. Also very visible in every post the user makes. In other forums I saw this system, the staff gives warnings to the user they suspect or did something against the community and their warning lvl increases. After they reached the 50% warning they can?t send pm. And after they reach the 70% they can?t post in the forums until a staff member removes the warning.
Allow blacklisting at least in the villager trading forum. One thing is when people come and steal your hybrids and chop down your trees, you can regrow them or turn off your game before you save. But when they stole you a villager that is worth more than 20M and is almost impossible that you get them back, believe me you get really mad.
Be more strict when it comes to scamming or stealing. I don?t understand why a user needs to receive 3 scamming reports for you to start investigating the matter. If you have listened to me when I reported this user the first time (and it was the second time she stole a villager) and banned her, other people woudn?t have been scammed too. Just take that in consideration. I don?t care if I get banned too, but seriously. Do something other that closing the victim?s topics and lecture the victim about how how blacklisting people is wrong :/

This is always a tricky situation. The user you're referring to, who's name I have removed from your post as it will just cause arguments, has been perfectly civil on the forums. This is where it becomes hard because it becomes a matter of "he said/she said". There are so many circumstances where the user may not be guilty and, in my opinion, unless we have proof of the claims, there's not much we can do.

We get a lot of cases like this, and more often than not it's just a simple case of a misunderstanding, or a younger member of the community who doesn't quite understand the "rules" of the animal crossing economy. There's also the odd circumstance where people simply gang up on a single user, claiming they did this and that, just to get them in trouble or even banned from the forum.

There was a lot of time and effort put into your case, figuring out who did and said what, and I believe the situation has been handled to the best of our abilities. It would have been an entirely different circumstance if the user was on the forum purely to cause trouble, making rude posts, had more negative wifi rating or you had pictures proving what you're claiming. The point is, none of this exists, so we have to be a bit more wary of just banning a user outright.

I'm sorry we couldn't do more, and maybe another moderator or admin can answer your suggestions about making things more visible.

Jason said most of it, but I would like to highlight this part... I actually am the one who volunteered to look more into this and it was one of my first reports when I became a mod. The report was looked into A LOT when the very first issue happened with the first person (so yes, before your issue) and they did as much as they could. Unfortunately, as Jason said, even with several reports and possibly even some confirmation in some areas (And even those can't 100% point to either direction), there's still not enough full proof to go off a ban.

We are trying to figure out ways to lessen this happening in the future, but there's a lot of reasons that make it hard. In fact, I even offered to put myself out there to watch over some trades if people wanted because I can record the entire exchange on my capture card to help lessen this kinds of things happening. However, when a case if even just not getting over to someone's town, there's a very hard time to get proof and the most we can do is go through past changes and even those aren't fully reliable.

We are trying our best and it WAS looked into from the very first report so please don't assume nobody tried to do anything until now as that is not true at all.
 
We do have a warning system for minor wrongdoings but warnings are between the user and the staff. I personally don't see a need for warning levels because other members may assume that the user is untrustworthy, which is not always the case. We have the wifi feedback page which should suffice when used properly. As far as warnings/infractions go, if you see an unacceptable post or get an inappropriate PM, the best thing you can do is report it and let the staff handle it.

I understand why people would want a blacklist but we will not be adding a blacklist. Like Jas0n said, it becomes a matter of he said/she said. If you don't want to trade with someone then add them to your own personal blacklist (which should not be posted on the bell tree or PMed to other users). You have the right to not trade with anyone who you feel might scam, harass, or be rude to you. I hope you understand that we can't add a blacklist because it's one persons word against another. In your case, we tried very hard to get to the bottom of the situation but without proof we can only go on hearsay which is unfair to everyone involved.

We appreciate your concern and we are doing our best to try and prevent things like scams from happening. Just bear with us as we devise a way to prevent these kinds of situations!

Just a random idea off the top of my head, what if you decreased their wi-fi rating for each report. I don't mean how a user can select a negative rating, but give them a higher penalty to lower the % higher. Or perhaps have the percent in a red colour if they have a scam report issued for them to warn other people.

Just ideas.
