Terraforming and moving facilities

The game is still quite new, but has anyone TT'd to the point where you can change the cliffs and layout of your island? I may have made some poor decisions about layout and shop placement and im wondering if I can restore them once the game progresses.

Basically I want to move a large part of the river, lower the cliffs, and move shops to the newly opened spaces.

from watching guides (people that TT'd) it's all pretty much customizable, they really went all out. (except the beach though) not sure which facilities you can move & how, but i think it's most of them.
