Terraforming question

When I unlock terraforming and buy the ability to move cliffs and water, can I then move that stuff all I want or do I have to keep purchasing cliff kits, river kits, etc.? I am dismayed by the expense and time needed just to make an incline, so I’m hoping terraforming isn’t a huge time and bell expense every time.

It’s a one time expense, so once you buy the kits you can use them as many times as you want no additional cost.

You unlock terraforming after you get a 3 star rating and KK visits your town.
You have to purchase one time the permits for 6000 miles. One for water terraforming and one for cliff. So 12k total miles.

Thanks to both of you. That’s a huge relief. My choices have been terrible, I hate my first incline location, and I need terraforming to save me!
