So what are the rules in a situation when a brand new member with no wifi rating takes part in an auction for ac nl villager? Any steps the auctioneer can legitimately take to protect the ac nl villager, or the other auction participants?

The new member concerned was very patient and willing to arrange matters so that I was comfortable with the transfer. Thank you very much. :)

I would say go to their town first to get the bells just to ensure it's legitmate - then open your gates after payment. Other than that I'm not sure.
 
There's a simple solution if anyone ever tries to scam you when doing a trade, new user or not. Flick the wireless switch if they try to leave/end the session.
 
Trade in your town. You're able to flick of the wifi switch. You can do that too when you're visiting, but I've heard about some scams that involve a second hand.

When you drop your stuf someone else will enter their town and automatically save, then you can't reverse by flicking off the wifi swtich anymore. D=

Make sure you leave a Wi Fi feedback for them so that other people aren't concerned when dealing with them in the future, too :)
