this man is not the gull i know

he literally talks like mr krabs and comes fully dressed up... time travel? identity crisis? WHAT DO WE THINK? also he isnt tossed off by his crew so i feel like this gull is actually loved by his shipmates lol

Yep, It's just Gulliver, redesigned and added to a long list of NPC's that could easily be merged.

He's giving us some of what Pascal used to, and Pascal is giving us old mermaid stuff.

It's an NPC shuffle designed to stretch out the visitor list, of NPC's giving out mass produced items and clothing in different colors.

That's my take anyway. :)

For me it's an alter ego too. Poor boy got tired of all the shipwrecks. Or maybe he's the one causing them, as he starts to believe he's a pirate.
 
I like to think Gulliver got into trouble on one of his journeys and had to resort to the pirate and smuggling life to pay back his debts.

He also may just be crazy.... there is no shipmates or boat. It's the same broken phone all the time. We don't actually fix it, he's just talking to himself.
 
When you speak to Gullivarrr for the first time, his name tag states "Gulliver". I think he is either role playing or experiencing identity crises.

Their eyes have different X/+ rotations so that leads me to believe they are related with an unfortunate family trait instead of the same person.
 
I was going to say time traveler but then I realized that he has a cell phone...maybe he's just a very enthusiastic historical reenactor? :p
 
My headcanon says that Gulliver is a closet cosplayer and pretends to suffer amnesia to roleplay being a mighty captain because he secretly hates his crewmates for throwing him overboard all the time.
 
He's living a double life. Or maybe it is a dimension warp. Or he just likes dressing as a pirate when he drinks.
I think both count towards the Helping Gulliver achievement.
 
My take is Gulliver falls off his navy ship, washes ashore, gets picked back up and soon falls off again. This time bonking his head and getting picked up by pirates who he parrots, eventually becoming captain and then falling off the ship and washing ashore.

Repeat due process.

The sea be a cruel mistress to Gulliver and the crews are just going through motions with him.
 
I agree with the idea that its one seagull with two personalities, for a long time in NH we only ever got Gulliver but I've always suspected that he keeps washing up on the beach because he's been pushed overboard by his crew mates and I think either all the time in the sea/getting kicked in the head to be woken up on the beach has left him confused and he's taken on a different persona (believing that he really is a pirate) or he's not confused at all but just know his crew are out to get him so has tried to disguise himself as someone else. Obviously he still keeps ending up on the beach as Gullivarrr as well so either his crew weren't fooled by the disguise or he's drunk too much when trying to get into the spirit of a pirate and fallen overboard.
