Fink: try putting one of them in a New Year's hat. Shunishu discovered A Thing. It seems to be a result of the New Year's hat (the one observance was with the pointy blue one), though if you could play with this and try to confirm, that'd be awesome. And you might also chew on your own arm with the cuteness.

Quillson does. But there are two different ones. Not sure which one he does unlock. Also Bella too I think.

I think you can also unlock it when you make a concert hall, though I'm not entirely certain.

And yes, I love hearing the villagers sing in their little squeaky voices! X3 I'm going to spend a lot of time at the concert hall when I finally build it 
francine comes with a microphone too i think. the singing is the best new feature i think, you should try arranging unlikely duets. some of them have funky voices ...
it works with all new years hats btw, tested the yellow one too. the fan dancing is super cute usually, but kinda creepy in spooky houses, their determined faces look rather scary, depending on the animal haha.. other cool things you probably found already through interacting with stuff.. you'll stretch when you click A in front of some sports objects like the volleyball net, lift weights in front of some of the fitness stuff and swim in front of sea water aquariums. ^^ along with aggressively playing video games, typing, reading, animals playing instruments and most importantly eating ice cream! etc etc
also! just found something else. if you interact with the shaved ice maker during a visit, there's another new strange animation hehe, unless it was from the table it's on, but don't think so? saw it in this zucker house while browsing 0695-7799-306 (looks like shaking&thowing dice? idk..)
edit: also the pickaxe with construction equipment :O but that's not really cute i guess ^^;
so just try to interact with everything, it's fun ^^
