This villager's gotta go! But am I doing things right?

Julian needs to take a hike! I don't want him, and my sister called dibs, so I'm desperate for him to haul his behind onto a one-way train outta town.

So I did some cursory research on Google on how to force a neighbor to move out but now I'm more confused than ever. My sister, the one to whom I promised the Julian in question, claims that the easiest way to move a villager out of town is to create a second character, have both of your characters ignore him, then wait a week. Create a new character I did, and Newbie McGee hasn't even so much as introduced herself to a certain luscious-lashed unicorn.

I'm beginning to have my doubts as to whether this strategy is really effective. Googling how to force villagers out opened my eyes to a surprisingly contentious debate. There are plenty of people who advocate the same strategy my sister recommended, but there are tons of others out there who claim otherwise.

I'm thinking that maybe I should just treat Julian like the rest of my villagers and cross my fingers. Is there any real proof that the ignoring strategy works? Papi, after all, who's given me his portrait no less than five times, tried to skip town just today. Should I keep on ignoring Julian, or should I try to befriend him?

I tried the creating a new character method and didn't stick to it because it wasn't working. I ignored Deena for about 3 months until she finally moved (TTed) If you do create a new character you HAVE TO introduce yourself to Julian and then start the ignoring process for it to be effective. Some have had luck, some have not.

What works for me, I talk to villagers constantly. Talk to them a lot (until thought bubble pops and the villager doesn't want to talk anymore). Go over the top, do favors for them. Befriend them. Lots of my villagers ask to move out within two weeks after they move in since I've been getting my dream villagers and become fast friends with them.
 
I have to agree with Laurina, I think it's generally random but I think the better friends you are the more likely the are to move. I think it may depend partly on personality but so far being besties has worked better than anything else I've tried.
