Possibly, although the only one that would really have some kind of negative effect is thumbs down. But there's a lot of things that can be abused.

I think a user rating system would be better, and it'd be easier to moderate.

A user could be rated with either good or bad reputation, if they receive a certain amount of bad reputation the amount of times they can post is severely reduced, like being able to post once every 10 minutes or something.

An admin could then moderate this system, the ones with bad ratings wouldn't be too hard to sift through as it's only users and not specific posts, and then they can check to see if they're actually bad.

There's already one of those. It comes with AIO. Problem is, it's abused... a lot.

As for the thumbs up, thumbs down, etc... I bet Viral could do it.
