i work with both traditional and digital art. excluding simply practicing, im looking for simple advice that you think could be helpful when it comes to layering colors, strokes, proportions, etc. im currently having trouble with just the face in general as well as the hair -- haven't found my style for those yet

i know that the left arm is longer than it should be and the shading for the hair needs some work

Practice your anatomy, I know it's boring but once you know how the structure is then you can add your style in for accurate art

With coloring I would say just start with solid colors as a base, shading depends on the lighting such as under the the neck, shirt areas or under the skirts. Just think we're you would imagine light hitting
For faces, I draw circles and so on. But if you want it to be even I recommend you doing traditional first because if digital you would usually be well adjusted to doing basic head shapes

for anatomy, maybe something like this would help? o:
before lining/sketching the details on, try using guidelines or a body frame underneath c:

I'm not the best person to ask about anatomy but this would be what I'd do...(?)

and a video that demonstrates guidelines/frames quite nicely:
(this artist's channel is quite good, you might want to have a look at their stuff!!)

on picking colors -- important thing to remember is don't just use black and white for shading and highlights!!!

otherwise, I'd recommend you to look up tutorials on deviantart, or watch speedpaints on youtube. Both methods are very useful for you to find out techniques, tips and tricks, etc... of course, it is also important for you to try out the methods you liked after reading/watching!! (and if you want me to point you to some channels to start out, do let me know~)

in the end practising is genuinely always the key... but I guess you can start out from the above first!! c:

For the example you put above one thing I noticed is arm length. The arm on the left looks longer than the one on the right, still very cute!
