I donated 10k. the next day 10k again. and yesterday I donated 180k to reach 200k for the bridge.
I did that wen my gates were open, and its been a day now.
I talked to Pelly & she didn't say anything about the location for my bridge,

Can someone please explain this for me better?

YEah wait 2-3 days then vote for a week and the day after the week the brisge will be built.
If no one votes for where the brisge will be then it is ramdomly chosen by the way so vote quickly XD .

Hoe do you know whether to vote or not? Do you have to click on Town Fund to get Pelly to talk, or when you go to her will she start talking right off the bat? :/

She'll offer you 2 places to put the bridge, you get to choose which one.

actually, if you're lucky, you can choose up to three. that's pretty rare though. even rarer if you get a good spot
