Townie Moving Issues

So let me just put this in order lol.

1) Becky moved into my friend's town.

2) Becky moved out without any warning, so I took Becky into my town to save her for my friend.

3) Becky, today, is finally in boxes and ready to return to my friend's town.

4) Except, when my friend shows up in town, and talks to Becky, Becky doesn't even bring up an offer to move back in to my friend's town. My friend has 9 villagers: that's one slot open. Diva just moved out of that town today for good.

Halp? Why won't Becky go back? D:

Your friend needs to have had 16 villagers move in and out before Becky will move back in. It's one of the limits of the game. Sorry.
