Hey, how recently did Whitney move out? Before you move a select villager back in, you need to do the 16-villager-cycle. Basically you need 16 other villagers to move out since Whitney's move out before you can get her back. I don't have Whitney, but if you haven't yet done the cycle then I'd still be happy to buy Rosie from you if she's original?
