I don't think villagers change their shirts if you send the shirts to them. Every time I've tried they don't, I have more luck just running around town with a shirt in my pockets and getting pinged for it.

You want your villagers to wear the same shirts? That's the first time I've ever heard of someone who wants their villagers to have the same shirt. In fact, one of my rules in every AC game is that every villager has to have a different shirtNox
I've given up on this eons ago for this reason haha. Luckily my villagers are all wearing the same two shirts that I'm fine with, otherwise it'd so bother me.

Here's my way for makin them wear shirts, not my method, but has worked all but one time.
Send them 5 letters with the same shirt you want them to wear. Example, I want Fauna to wear the argyle knit sweater, so what I'm gonna do is send her five letters all saying 'wear this' (I honestly don't think the text matters, but I think it helps to have text in the letter) attach the five shirts to the letters, mail and BAM. When she receives the letters, she'll wear the shirt. But also display 2 or 3 in her house, but you can easily get them out/replace them.
