Unable to get new villagers?

I've invited three ppl I found on random islands. I built the museum and the shop and they're complete. Mabel visited. But whenever I talk to Tom he doesn't say anything about building a bridge, or placing new tents. And now whenever I go to a new island it's empy.

Am I missing something?

Once I invited villagers from the island to move in, I wasn't able to start placing houses and a bridge until the following day.
