Has uploading an image always cost bells? and so many at that... I would have assumed that it would have gained you bells. Also, is this only an issue when uploading through TBT directly, as opposed to using IMG tags?

Well i've never lost bells using so its probs using the uploader
i know the staff prefer you to not upload to tbt so maybe making it charge you is their way of helping prevent??

I have a problem with this too especially when my pictures are coming from my hard drive, not the internet.

I always just upload my images to sites like photobucket and imgur then post an img link here.

The picture was uploaded from my phone, so I couldn't use img tags to post it.

Jeremy already knows about it. I had to confront it with him the first week of the forum. I uploaded a picture and it costed me 700 bells. How I would have known about this is nonsense, but he gave me my money back.
