I love villagers and I always go out of my way to get all the ones I love to stay but there seems to be another thing that will decide if a villager wants to move! Compatibility!
Not only character, but species and star sign is taking a big influence on whether a villager will be happy in your village or not. I never played City Folk but I couldn't find if this was a thing in that. (Any feed back would be welcome!) Previous games I played it was just the character and every now and then the villager would complain about someone they didn't get along.

This is a photo of my guide book and I translated the type. I think Smug is going to be Gentlemen in the translation. I went with Pure for the big sis as I think it does sort of fit. Here you can see whom gets along with whom.

Here is the star sign compatibility.

<3 heart level Dog & Wolf, Bull & Cow, Kangaroo & Koala, Bear & Cub, Goat & Sheep, Tiger & Cat.
Circle Okay- good, Same breed, Squirrel & Mouse, Squirrel & Hamster, Mouse & Hamster, Horse & Deer.
X bad compatibility, Dog & Gorilla, Dog & Monkey, Wolf & Sheep, Cat & Mouse, Cat & Hamster
Normal is any other species combination
Add that together and you'll get 3 starts, Heart, circle (for okay), X and square for normal.
So here you go add the Character, Star sign and species and you'll get a mark for each villager.
For example my koala Canberra. She gets along okay with everyone in my village. She's a Taurus and a pure type. She's got all stats at normal and so far hasn't asked to move out.
Then Shanty the hamster, she moved out after Marilyn the tiger moved in. I think tiger and cat are similar so I gave her an X, her star sign is Leo and Marilyn is a Scorpio that gets an X and she's also a snooty type so that gets one heart to match Shanty's snooty character.
It's all pretty complicated but I think it adds a new level for people that like villagers to mess around with. It also adds a new level to those people that want a certain villager combination.
What if they don't get along? It might take a lot more work to get them to stay.
I took all this from my Guide book published from Famitsu a Japanese magazine which is usually really good for their guides.
