the neighbor you want to get rid of must be packed and ready to move, you get your friend to come to your town and tell them about their town and they will decide to live there!

I *believe* you go to eachother town's and get "chummy" with your chosen animal. It's not guaranteed by any means. Has anyone in this thread who has done it actually succeeded in their exchange yet?
