Villager moving question

So I have 10 villagers and static is moving tomorrow and someone is trading me hazel for static. Would I be able too get Hazel to move in or is it still considered 10/10 villagers and wouldn't be able too get her?

You can't convince her to move in until Statics' house is gone from your town.
