I remember that in NL the last villager to move in wouldn't ping you to move out or at least was less likely to do that.

Does anyone know if there are similar rules about villagers moving in/out? And what's the pattern with move-ins from the campsite and kicking out a villager?

This guide has pretty much everything you need to know about move-out mechanics: https://yuexr.github.io/acnh/moveout.html
Some tl;drs:
- The villager that is the most recent to have moved in cannot ask to move out. They can, however, be replaced by a campsite visitor.
- Campsite visitor spawn chances are as follows:
1-2 days since last camper = 0% chance
3 days = 5%
4 days = 10%
5 days = 15%
6+ days = 20%
- Villagers with lower levels of friendship are more likely to ask you to move out.

Also, the 16-villager rule for getting the same villager back in your town doesn't exist. You could kick out Coco, empty her plot, and invite her back immediately from a mystery island and the game would let her move in. Hope this helps!
