Villager packed won't agree to move to my town

The option dialogue has not come up for me to offer wart Jr to move to my main town
My town has 9 villagers
walt jr has never been in my main town before
there are no villager plots to move in soon
I only have 1 other cranky in my town

if you know a reason why he won't move in please help

Is Wart JR. in boxes? If not, then wait till they're. Just keep chatting to him, it might pop up! If his house has boxes, he will ask to move to your town.

he's in boxes and I've talked to him about 20 times

I'm asking because of the 16 villager cycle thing.
