Villager Positioning

I've noticed that in a few of the "well developed" Dream Towns that I've visited they have their villagers' houses all neatly lined up or positioned in ideal areas.

How does one accomplish something like that?

a lot of the resetting trick and placing PWP in strategic locations, I suppose

What is involved in the resetting trick? Sounds pretty sketchy to me, I probably won't even want to try it.
